A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. 1855 Stephen Charman donated land to the Methodist Church so that a School could be established to educate the children of the early settler market gardeners and farmers in the Cheltenham area . Education was valued by the general community and as well as schools they established mechanics Institutes and Libraries in Moorabbin Shire. Cheltenham State School No. 84 was among the first schools in Melbourne. Stephen Charman, 1821-1906 a market gardener, donated land for the first Methodist Chapel, Cemetery and School in Charman Rd Cheltenham 1855. The enrolment was 36 pupils with Mr Frederick Meeres as Teacher. 1863 the school is called Beaumaris Common School No 84 with 70 pupils and Walter Meeres as Teacher. 1869 another 2 acres in Charman Road were granted by the Education Board and brick building built . 1872 State School 84 Beaumaris was increasing enrollments and 1878 a new brick school was built to accommodate 174 pupils and the name changed to Cheltenham State School No.84 1894 Mentone State School No.2950 amalgamated with Cheltenham SS No.84. 1910 the buildings were in disrepair, overcrowding was increasing and renovations were made 1912 with further additions in 1925 and 1937. Post WW11 extra prefabricated Classrooms were added as enrollment increased to 1038 in 1955.. Cheltenham East State School 4754 was opened as housing development spread over the City of Moorabbin . (J.Larson Sandringham HS) Probably due to the Scottish heritage of many early settlers the Fife & Drum Band was established at the West Beaumaris (Cheltenham) State School . The Fife is similar to the piccolo, and usually made of wood, consisting of a tube with 6 finger holes and an embouchure hole that produces sound when blown across.The fife was used in folk music traditions to accompany dancing by all social classes. Also in the Military where drums accompanied the fife and originally these 'boy soldier ' bands were used to signal manouevres in the field for the infantry. Geological specimen - Montmorillonite
Montmorillonite is a type of clay composed of aluminium silicate that forms very small particles that are not well-bonded to one another. This is why it is so soft. When in the presence of water, all types of clay swell. Montmorillonite swells even more than most types of clay, which is why it is often chosen over other types of clay in its practical uses. Montmorillonite has many different practical uses, including in the mining industry, as a soil additive, as a sealant, as a desiccant to draw water out of the air, to clean ponds, to make kitty litter and in cosmetics. Montmorillonite is a common mineral and, despite being named after Montmorillon, France, can be found all over the world, including many deposits in Australia. It is not known where this particular specimen originates from. Montmorillonite is an economically and socially significant material with a wide variety of uses. Having samples of common and important minerals allows collections, like the Burke Museum, to have a more complete view of the land on which they are located, and therefore a more complete view of heritage. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. Many of these specimens were sent to research and collecting organisations across Australia, including the Burke Museum, to educate and encourage further study.A solid tennis-ball sized chunk of aluminium silicate clay. This image is a reproduction of an 1899 original depicting the 'Williams Good Luck Mine' on the Mopoke Reef (also called 'Morepork Gully') in the Dingle Ranges, approximately three miles from Beechworth. The foreground of the image is littered with piles of smashed rock and detritus, known as ‘mullock’, beside a reinforced mine shaft, a vertical access passageway allowing miners to enter the mine and haul ore out using lifting technology such as a poppet heads, whims or windlasses. A group of miners and a dog appear close to an open-sided miner’s hut. Following the discovery of gold at Beechworth in 1852, rushes quickly followed at surrounding creeks and gullies in the district. In the late nineteenth and early twentieth centuries, small syndicates of miners continued to work old or abandoned quartz reefs, often persisting without the assistance of heavy machinery to remove the large amounts of rock, in order to obtain yields at ever greater depths. The group of miners in this photograph are Mr. Roger Williams and Sons, who revived operations at the ‘Old Good Luck’ mine on the Mopoke Reef in the Dingle Range near Beechworth around 1892, working the site for more than two decades. An emigrant from Cornwall with experience in the tin mining industry, 19 year old Roger Williams senior sailed to New Zealand in 1840, then to Australia where he spent time in the Bendigo Gold Fields before settling in Beechworth in the early 1860s. Mr Williams senior worked on various mining activities in the district, including the Rocky Mountain Tunnel project. Conversant with the character of gold-bearing reefs in the area, the syndicate dug an eight hundred foot tunnel, digging down as far down as two hundred feet with little capital save their labour, to connect and provide better working access to the mass of reefs and veins in the vicinity. Progress was hampered by poor air quality charged with fumes from dynamite and large quantities of rock had to be crushed to obtain payable yields. The Victorian Goldfields are filled with ruins and remnants of the area's rich mining history, ranging from small alluvial diggings to the remains of huge mining companies. Site names often changed several times throughout the nineteenth and twentieth centuries. Some sites were abandoned and forgotten, others were worked continuously over many decades. The names of mines were often repeated at different locations throughout the Victorian Goldfields. For example, there is a Mopoke Gully heritage mine near Fryers Creek, Victoria. 'Mopoke' is a common onomatopoeic name for Morepork and Australian Boobook owls. This image has historical, social and research significance for patterns of emigration during of the Victorian Gold Rush, and the historical, social and environmental impacts of mining at Beechworth at the turn of the nineteenth and twentieth centuries. As gold became scarce and government support and large company investment waned, poor hard-working miners laboured intensively to make a living through periods of high unemployment. This image can be compared and studied alongside other historical mining photographs and objects in the Burke Museum Collection. It has potential to improve our understanding of miners working conditions and the shifting character of mining in the Beechworth district. Mr Tom Carey was born in 1940 in Beechworth to family from Beechworth and Woolshed. His family had strong associations with Australia's Gold Rush, with grandparents having followed the rush from town to town, and parents in Beechworth. Tom has strong associations with Beechworth and its surrounds, with his family having some connection to the Kelly Gang. Tom worked in many industries in Beechworth, from the Bridge Road, Price’s Store, tannery, post office, the Kiewa Murray Water Authority, and the Beechworth Council. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke. Mr Tom Carey account of his life in Beechworth and the local area during the 20th century is historically and socially significant to the cultural heritage of the region. He details important historical events and hardships in the region's history that had a lasting local, regional and national impact, including Australia during war time, economic struggles, and women's and men’s societal roles in a rural area. This oral history account is socially and historically significant as it is a part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth-century Beechworth.' While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the 20th century, many of which will have now been lost if they had not been preserved. This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. Allan Parkinson was born in Beechworth in 1924. The eldest of eight children, his mother provided laundry services to the people of Beechworth whilst his father worked for the local tannery, trapping rabbits. Allan fondly remembers times spent during his childhood catching rabbits with his father. As his younger years were set amidst the experiences of World War Two and the Great Depression, Allan recalls a feeling of solidarity amongst the residents of Beechworth that was present during this time(for instance, sharing food with neighbours in wartime), as well as the disassociation he felt as a returning soldier after the war. Allan talks of the great number of 'New Australians' who arrived in Beechworth in the post-war years, many of them coming from war-torn countries in Europe. Before being integrated into Australian society, these 'New Australians' would often first spend time at the Migrant Reception and Training Centre in Bonegilla, Northern Victoria. They were taught English and learnt about Australian life before being billeted out across the country to fill labor shortages. Jack Scott was born in Beechworth on the 24th January 1919 into a third generation Beechworth family who had migrated from Scotland, Cornwall and Ireland during the 1860s. Also present during the oral history recording is Jack’s wife, Gwen Scott. In 1878 Jack’s grandfather established the carrier business - R. Scott Carriers. Jack’s grandfather secured a contract with the Zwar Brothers' Beechworth Tannery to transport all goods between the tannery and train station via horse and cart. Jack’s father and uncle carried on the family business, before Jack and his brother eventually joined after the Second World War. The company expanded from a single horse and cart short route to multiple trucks operating interstate routes. Prior to joining the family carrier business, Jack on leaving school started work at the tannery and served in the air force during the Second World War. When asked about the working conditions at the tannery, Jack recalls while they did have union representatives, it was not particularly effectual. The union representatives were often placated by sharing multiple whiskies with the Zwar brothers when in their offices to discuss workers’ issues. Gwen’s father also worked for the tannery for a period of time, and she enjoyed the annual picnics the tannery provided for employee families. Both Jack and Gwen’s connections to the tannery reinforces the tannery’s role as a major employer and presence in the Beechworth community. Prior to marrying Jack, Gwen worked in a range of roles including at the Ovens and Murray Hospital for the Aged, managing the family home when her parents both worked during the Second World War, and apprenticed with her sister as a hairdresser. Jack and Gwen provide some insight into maternal health issues in brief discussions of hospital birthing trends and awareness of contraception and family planning. Both Jack and Gwen recalled attending the open-air cinema at ‘The Rock’ in their childhoods. Gwen remembers that the ‘elites’ would sit on chairs at the front, and Gwen’s family sat on a rug at the back, while Jack would jump the fence and get in for nothing. Jack and Gwen discuss attitudes towards both Chinese Australians and Italian migrants in Beechworth. They did not notice any racism and from their perspective felt they were accepted in the town. Jack did note that Italian employees lost their jobs at the tannery during the Second World War, but believed they all stayed within the area and found stonemason and concrete work in the interim. Jack socialised with members of the Italian community and joyfully recalled attending their homes for music nights with lots of drinking and instruments being played. John O'Loughlin was born in 1922 in Warracknabeal, Victoria and moved to Beechworth in February 1969. Following a brief time working in the real estate business, John gained employment as a prison officer at Beechworth Gaol. The gaol had initially closed its doors in 1918 but was reopened after the completion of alterations in 1926 as a reformatory prison for habitual male criminals. In his new role, John was able to pursue management in the farming industry, taking trusted prisoners out to a farm on the Wodonga side of Beechworth to work the land. This area was known as The Rockery, a grazing property of two-hundred and eighty acres about two miles north of Beechworth. This work done by the prisoners included timber cutting, land maintenance and the grazing of livestock, mainly Black Poll cattle. The programme was an instrumental component of prisoner rehabilitation, allowing freedom and responsibility. When he retired from his work in 1987, John observed that many improvements had been made towards the living conditions and daily life of the prisoners. Mason Robert was born in (unintelligible) in 19(unintelligible). Mason's grandparents were from Stanley, where Mason completed his schooling. Mason started working for the Forestry Commission in 1939 looking after Crown land but eventually went into the army in 1942. At the Forestry Commission, he was responsible for maintaining and looking after the land. Mason later went to work for the Lands Department after working at the Commission for seven years. Desmond (Des) McIntosh was born in Beechworth in the old goldfield’s hospital in 1940. He was the third child born in a family of five children. His great-grandparents moved from Scotland to Yackandandah in the 1930s to pursue wealth in the gold boom, but only just made a living out of it. His grandfather eventually moved and lived in the Woolshed Valley, where Desmond’s parents came from. His family continued to live in the Woolshed Valley as dairy farmers until the 1950s and then moved to Beechworth. Desmond went to school in Wooragee but left when he was 15 to work as a salesman at Freeman’s Store in Beechworth. He worked there for nine years, and then started working in the prison service in Beechworth at what is now known as the Old Beechworth Gaol, or HM Prison Beechworth, where he worked for 27 years. Desmond was an active member of the Beechworth community outside of the Prison in the church and an APEX member (which is a social justice program run across Australia). In prison, he led work programs for the prisoners such as a gardening program where they grew the fresh vegetables and fruit that they would eat. Bill Gerrard was born in Albury in 1934 and moved to Beechworth in 1960 when his wife was employed as a nurse at Mayday Hills Hospital, later becoming nurse-in-charge. Gerrard first worked for the local railway and then as a taxi driver in Beechworth, and was involved in volunteer fund-raising activities such as raffles for charitable causes. Mr Max Sutor was born in South Australia. He first began his work as a marine engineer at the Mildura Irrigation Trusts, moving later to the Melbourne Harbour Trusts. After a number of years as an engineer, he moved into farming at Gippsland and joined the prison service several years after during the late 1960s. He was first stationed at Morwell River Prison in South Gippsland, transferring to McLeod Prison in 1972 and finally to Beechworth in 1974 as senior prison and stores officer. He would assist in the organisation, obtaining and distribution of food and medication to prisoners. The prison, at the time, was of medium security and held high security prisoners, with an estimated amount of 108 prisoners to 23 staff. Mr Suter showed a great push in showing humility towards prisoners, wanting to avoid animosity against them by never looking at their records to treat them equally. His choice of kind behaviour towards prisoners had clearly influenced their own, especially during manual labor. The prison had worked cooperatively with a local farm, having their prisoners assist in the farm work. Attitudes inevitably changed positively for several prisoners. Whilst he held no control over their actions at the farm, he still became well trusted and liked amongst the prisoners, as they would continue to go to him for assistance and questions. Mr Suter had also worked as an instigator of finding drugs within each prison he has worked within. This led him to study the variations, and being a member of the Parents and Citizens Association at the high school his children attended, as well as Community Service Director of a Rotary club, he wanted to educate parents in guidance for those unsure on how to conduct actions against such behaviours. From his first seminar, a police surgeon told him that three drug users were found by their parents. Fred was born on the 1st of March 1928 and Bette in 1934, in Beechworth. Both of their families immigrated from England on convict ships in the 1800s. Fred and Bette both had large families of 9 and 5 siblings respectively, with 2 of Fred's siblings suffering from muscular dystrophy both dying at 20 years old which affected the family. Bette originally worked in multiple cafes and kitchens in Beechworth before working in "Ennals Store" which was a grocery store, for over 30 years. Fred worked as a milkman during the war before becoming an engineer at the tannery and the brewery in Beechworth. He rebuilt the factory at the brewery during the 1970s and worked there until he retired. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968.
